  2. 0 because that’s for states to enforce? Gun distribution is very much up to the states, and state borders are governed not only by the federal government - but the states as well.

  3. 0 unlicensed trafficking happens whether or not you have legislation in place. At the end of the day it’s up to the states to enforce it. Some states are fine with crossing borders with firearms, while others don’t allow it. Federal legislation would be just a big FU to all of these states who like that a citizen can carry their guns with them, instead of selling them and buying new ones.
