I think you have to look at Trump vs Obama. Biden has largely maintained the foreign policy of Trump - going tough on China, bridging ties with Saudi Arabia (even though Biden campaigned on the opposite), etc. Obama was a disaster. He was soft on Russia, essentially let them waltz in and take Crimea with no resistance which ultimately gave them confidence in launching this all out war we have right now. He was weak on NATO, allowing them to severely underfund their militaries. Israel policy was a disaster.
