  2. The reason the candidate with the least #1 votes gets kicked out is because 1 votes are more important, but if they don’t get enough then the people’s votes aren’t in vain. Instead their 2 votes are counted. It means that the first vote is important to start, but votes 2 3 and 4 are just as important if your candidate doesn’t get picked
