  4. Malcur they aren’t second class citizens. Actually the entire idea of DC being a district is so that they don’t get too powerful. The president lives in there too! A lot of Washington DC are federal workers and lobbyists. To let them have control not only over the president but the houses would be a mess. And how is it gerrymandering?
