In California it is the same as in New York but we have different "families" that control it. The Lobbyists write the bills and control the Rules committees which steers the bills to the committees that they absolutely control. Who are the lobbyists? Former politicians who were timed out or their staff members. These people know where all the skeletons are in every other politicians closets. There are many lobbyists who do their work and are now no longer legally defined as lobbyists but as campaign "consultants". Who writes these definitions? The lobbyists! The "mothers milk of politics" is MONEY. Quid pro Quo. Or as some "political" families say: "Una mano nutre l'altra" or "One hand feeds the other" in Lobbyist speak . Most lobbyists are also "attorneys".

@wumi2419 One Lobbyist tried to extort money from me under the pretexts of "campaign contributions", "constituent service" and "you now have access" political double speak. This is a life long Demon-crat.
