  1. HR departments are nothing more than self serving bloated OVERHEAD. They should NEVER be allowed in the chain of command! I suggest contract those services to an independent third party that competes on profit, cost and productivity of the WHOLE organization. Prove yourself and show me the money. Are you a cost or a benefit?
