So now it's the duty of states to deal with the workers working in their states and interstates and to monitor them not the center, since the workers are in states. The center can only pay whatever is needed as per agreement fixed earlier. Center cannot send a team to states and take care of those workers, that's the duty of the states. This is why we have state govt. The question is why there was no railways available the time these migrant workers left by walk? This is duty of center. The trains are already running. Then what made the trains halt that day alone? In previous cases there was politics involved. Maharashtra the congress ally motivated the migrant workers to strike ( is was plainly political. The chief got caught and he was charged with FIR for misleading to ). So this incident could also be some political mishap. Only time will tell what is the reality.
