For this attack, i would speculate NATO will most likely establish an independent Investigation unto this attack by creating an "Independent force" submit it by the majority votes from NATO in order to launch a cypher and physical attack unto Russia through Hijacking systems to find first-hand footage and later proceed a mission against Navyships in Crimea.
