There are many reasons why the United States is buying them for Ukraine; 1) The US military is no longer dependent on the Soviet arsenal. 2) Soviet Arsenals are now limited. 3) Other countries, like Sudan still run on Soviet equipments. 3) Soviet equipment requires a minimum amount of time to learn, repair, and modify, 4) and Ukraine understands well how it works. Not only are they at war against Russia, but they are also fighting against time. Therefore, It would take a long period of time for the Ukrainian military to fundamentally learn, and train with modern technological warfare produced by western allies.

We know there have been substantial records in the number of arms manufactured in the United States used in other countries, that is a fact. What is not true is that the United States does not buy them back from the cartels. 1) The US military budget averages +1 trillion dollars per year, therefore it's not of necessity. 2) On the other hand, cartels needs them to protect their businesses, and controlled-regions against their government and rivals. In principle, arms trafficking has its limits that requires a significant amount of money to pay for intelligence, and people willing to transport them across countries.
