By contrast, a rule is something that has been created by the executive branch. The executive had no right to suspend freedom as our constitution defines it.

I went to church on Easter. I work three days a week. We go out to eat, got to the park. Habeas corpus is a writ requiring a person under arrest to be brought before a judge or into court, especially to secure the person's release unless lawful grounds are shown for their detention.
