  2. A payment system still has to be built upon a underlying currency. Just like creditcards don't work if there is no dollars or Euro or yen to settle transactions. And that currency is almost certainly has to be mostly in dollar. Even we Chinese try to exchange yuan for the dollar to keep it safe. Which is why the government won't let us exchange more than $50k/yr. Who would trust a currency that's nit even freely exchangable?
