  1. Another pension system would be self-funded pension system, like the 401k and IRA in the US -- Slowly phase out state pension, while transition in 401K as the only retirement scheme. Only keep a small handicap tax for people who can't work due to no fault of their own (eg, born with disabilities, ect).
