How do you know that Phoenix does not provide enough cooling solutions for those in need? In a lot of circumstances, most of these people chose to live in these situations. Yes, not all. So, what did the person who was handing out bottles of water do to change his life to get out of the situation that all of these homeless are in? You passed a scathing judgment on the citizens of Phoenix and may the same judgment that you used be judged upon you!
