Is the guilty truly guilty or is he being found guilty to be the scape goat in the matter just to close the case for expediency? Do tougher laws deter rape and other oppression on women in India? Personally, I don't find that to be true. The rapist will always rape and in order to conceal the crime will kill the victim. Otherwise, why would the the rapist kill?
