Is FIA's goal to have a one make competition but not make it seemingly explicitly say that it is one make? It seems that the idea is to limit or control the amount of power the engines can make just like NASCAR does with its throttle plates. Now, with regards to having the engines run lean this will cause the engine to detonate, thereby making the engines more fragile to limit the amount of power these units can produce. Again, it seems that FIA wants to control racing and have parity but being explicitly stating it as so. Just my 2 cents. But what do I know!
