  1. If I can't pay my car insurance payment, I wont have any car protection. If you can't pay NATO what you're supposed to, then you aren't going to get any country protection. Certainly, if a country has been trying to catch up, no problem. But a country that hasn't made a good faith effort to pay NATO, good luck. HOWEVER-I think he crossed a line when he said he'd encourage an attack. WAY over the line there.....
