  1. Most peer reviews do not include replication. It just checks plausibility and quality. Peer review is done by other scientists, without pay. You do not waste your limited resources on replication. Replication happens mostly after publication, and if its not possible, the authors either have to have a very good explanation, or they (or the editors) withdraw the publication.
