It is not redundant. It is a safe guard. The Northern Ireland protocol stays in force even if the trade and cooperation agreement ceases to apply.

If article 10 is cancelled, and the UK opts out of the trade agreement, the EU loses all leverage.

@jamescartwright2871 Of course it can. Article 16 is part of the Northern Irish protocol and therefor under the ECJ jurisdiction. Even if article 16 is triggered, the protocol still applies, and it is perfectly reasonable if the party using article 16 has triggered it according to the terms described in the protocol.

@jamescartwright2871 First: the EU commission president is elected by the EU parliament. She also never triggered article 16. Second: You should read article 16. I will quote some passages. Such safeguard measures shall be restricted with regard to their scope and duration to what is strictly necessary in order to remedy the situation. Priority shall be given to such measures as will least disturb the functioning of this Protocol. Even if article 16 is triggered, the protocol stays in force, and therefor the EJC can decide if triggering was lawful.

@jamescartwright2871 P.S. Johnson was not elected by the people, Merkel was not elected by the people, Draghi was not elected by the people as their heads of governments. Van der Leyen was elected by the EU parliament.
