His arguments are even wrong. A written constitution only prevents changing the system to PR when it is written into the constitution. Doesnt have to be. If the constitution says it is up to parliament to decide what kind of system is used (as it is in other constitutions), there is no problem.

Phil, you are wrong. Germany has a codified constitution, but the way how the election is conducted is up to parliament to decide. It has to be fair, democratic and representative of the will of the people, but there is not a word that it has to be PR. Could be changed to FPTP by a parliamentary vote every day.

@geraldinetynan1654 A codified constitution is one safeguard, nothing more, nothing less. If it is not defended by its government, parliament or population, it is worthless. But still, Putin felt the need to change the constitution, so even in Russia, it is an obstacle to be dealt with.

Yes, but the head of government is elected by parliament, not appointed by a royal. Which gives them a democratic mandate (a core principle of representative democracy)
