@gabrielaaugusto4972 the quality of wheat is determined by its protein content in percent. It is a scientific value and important for its nutrition. 2017 Russian harvest figures show that 0.1% was grade 2, and 63% was grade 3 or 4 (grade 1 is the best with the highest protein, of which Russia produced nothing).

@gabrielaaugusto4972 well, Europe produces GMO free, too. If you can afford other protein sources, you are part of the medium income club (congratulations, I guess). But for the poorest, protein value of wheat is essential, as it establishes how much wheat they need to not starve. Russia in general has rather bad standards and relies heavily on foreign experience (they stopped investing in their own post 1990). Therefor, their quality of more or less anything is bad. They did not care, as you can just buy the good stuff from somewhere else with oil- and gas money. The classic resources trap.
