  2. In Russia, every person who fulfilled his obligation as a conscript is called a reservist for 5 years. These people are neither in training, nor are their equipped or interested in fighting. Most of them actually work, so using them for the military would be another blow to the Russian economy.

  4. It is always tricky for a dictator in a crumbling empire to arm its royally pissed of citizens, as they might find the weapons more useful for getting rid of said dictator, than of the dictators enemies.
