  4. I can attest that shelters are not safe, oddly enough you're safer outside. Because outside you can defend yourself and inside you are trapped. Officials almost always believe staff, even If the "client" is not on drugs. Poor people ( me) get the shaft in so many situations and it's hard to get anyone to even listen let alone believe you 😇
