It's even more interesting now that I've realized how heavy missiles are. They would have to be glorified fireworks! Cobblepot would be too crazy to grasp that his attack would not be as he envisioned, but would the other characters even have a moment to stop, think, and realize it?

This scene, and the movie in general, get more interesting when one realizes that missiles are heavy. Those things would have to be just glorified fireworks for the penguins to be able to carry them (not to mention the backpacks)! The casualty estimate makes no sense. Cobblepot is too loopy to grasp it, but who else was even in a position to think it through?

@Commander_Shepard. Good point. Groupthink is the converse of teamwork; everyone is unwilling/afraid to contradict the leader, so everyone goes along with it. It takes a shock to break the hold it has on people. (Plus, the plan is ridiculous. Although she gives that wild casualty estimate, missiles are *heavy*, and those packs would be also. They have to be glorified fireworks!)

I don't know about the last question, since I have not seen the movie in full since 1992, but notice that the penguins are wearing things on their heads, interfacing with their brains.
