@shabopshebop131 CA is a victim of its own success. It's so desirable, but zoning prevents supply from meeting demand. They finally passed a law making it easier to build Auxiliary Housing Units (garage apartments, etc.). It wasn't illegal or anything, it was just difficult due to NIMBYism. L.A. is zoned for row after row after row of single-family homes, and thus there are many homeowners who would love to make some money by building and renting such apartments. Of course this would help in the Bay Area, but that area is bound by geography; let's face it.
