  4. That's nonsense. Most of the relevant laws that affect crime are made at the state level. The GOP-run states are the worst in this regard. Besides, Maryland has had a Republican governor recently. Also, what's the reason for the quotation marks?

  6.  @derp8575  That's a canard. Crime rates aren't based on prosecutions, but on reports. Much larger parts of DC were no-go zones back then. There's no countrywide conspiracy among police to underreport crime rates. People nearly always think that crime rates are worse than it actually is.
