  1. New Orleans, like a lot of places, has a serious history of lead poisoning (or just lead exposure). It's in paint and other parts of substandard housing. In fact, a lot of it is in the soil there, although less so after Katrina. Lead exposure in childhood leads to lowered IQs and greatly diminished impulse control. It's a major cause of crime and antisocial behavior like this, and getting the lead out is one of the best investments possible regarding public health and safety.
