As a matter of fact, a large part of the reason for the Great Crime Decline that began in the early '90s (and is still with us) is due to removing lead from gasoline (over the objections of the industry, of course). Unfortunately, lead is still fairly uncommon in substandard housing. Lead exposure in childhood lowers IQs, weakens impulse control, and is a major cause of crime.
