  8. If one refers to homicide, per capita rates of it are higher in rural (usually conservative) areas. I don't know about other crimes necessarily. Also, conservative cities have trouble at similar rates as more liberal cities.

  9. It's the Capital, the Capitol is elsewhere in town. In any case, crime in the District was much, much worse decades ago. It's not too bad now, sensationalist news reports notwithstanding.
