If you want to collapse abortion rates, it's been shown again and again (an experiment in St. Louis, programs in Colorado, Iowa, Delaware, etc.) that the way to do it is by subsidizing/promoting LARCs (long-acting reversible contraception/contraceptives, e.g. IUDs and implants) and providing comprehensive sex-ed. Secular pro-lifers are fine with this sort of thing, in fact many are strong proponents of it, but the God Squad's hang-ups about sex are stronger than their desire to prevent abortions. They don't want people to have sex and "get away with it."
