Kneecapping, a la the punishment the IRA was known to dish out, is only feasible when the target is unable to move. In a case like this, "shooting to wound" doesn't exist. Everyone, besides perhaps elite snipers, is trained to shoot for the center of mass. That minimizes the possibility of missing.

You're right about the first part, and indeed professionals (social workers and the like) can be very helpful in de-escalating such situations. However, no, "shooting to wound" doesn't work. It's very difficult to shoot a handgun accurately, especially in a situation like this. Everyone is supposed to shoot "center of mass" (besides elite snipers who make head shots), because that makes the shot less likely to miss.

CA's homicide rate is not among the worst in the country. Far from it, actually.

@labitcoineragt3596 I just looked at the stats. L.A. is much, much safer in terms of homicide than quite a few other cities in the US.

@labitcoineragt3596 The stats come from the usual sources- the FBI's Uniform Crime Reports, but there's also a different survey taken of crime victims. Yes, it's an inexact science. In any case, what part of L.A. were you in? Most of the city is apparently fine.
