What? You mean not having a police force in a huge city didn't work out? I just don't know why that could possibly be? I'm so very surprised that criminals do crime! How is that possible? From what I knew criminals just want to live in peace and harmony with every one and those nasty rapes, assaults and robberies were all just based on criminals being misunderstood! Wow. What a surprise!
