It would have been perfectly Constitutional for Pence to delay certifying the electoral results. He wouldn't have been "overturning" anything, just delaying certification until after the investigation took place.

@robertnobles8189 show me in the Constitution where it is illegal to delay certification. if you can't find it, then that means...it's legal.

@robertnobles8189 so why would the VP certify the votes if the person with the most votes wins regardless? why even put that useless step in there? what is the policy for not certifying the results "then"?

@robertnobles8189 yes, he would've had to certify it because that's his job, but nothing in there says he had to (shall) certify it IMMEDIATELY. it would have been perfectly legal to take some time for congress to investigate an obviously controversial election, then have him certify it later on before the president is sworn in.
