  3.  @Roon3808  foam is used to blanket the fuel source, cutting it off from oxygen. Bouncing it off the side of a tank is going to do VERY little good. Roughly speaking in a situation like this, if you're dropping the foam directly on the flames, you're doing something useful. Spraying the side of the tank isn't that.
