Well, every person we saw in poor city either a criminal or related to criminals. If i did something bad i wouldn't feel safe around the police too
Well, people of poor city can sit in Vander's bar 24/7, they have money to buy drinks 4 times more expensive than in norma store, Vander owns a successful bar, surely he got more money than random janitor in rich city. Surely he can afford living there or at least pay for girl's education
Why do you think there are no social elevators? Victor did it. Yeah, he is a genius, but he was also poor and couldn't afford school (if you need to pay for it at all in the first place). Maybe i forgot something, but i don't remember anyone paying for his education

@sublix4861 So when will Victor's story end? When can you roll the credits and forget about his character? For Frodo it was destroying the Ring for example. "Living a mark and help people" is too abstract.
So Ekko's goal is to kill Silco and stop drug trafficking? But since Silco is dead and all main criminals were killed by Silco - Ekko story is over and his ark is complete?
Same goes for Caitlyn. Silco is dead, no more drugs. I guess she needs to capture or kill Jinx since she's a terrorist, but she had a lot of opportunities to kill her already, but never used them. This goal is pretty weak too. So we can end Caitlyn story when Jinx die? Caitlyn doesn't have more personal investment in catching Jinx than any other unnamed cop (yeah, she got kidnaped, but since she didn't lost anything - it's not a bid deal)
What is Jinx goal again? She already found her sister and then blew up something later. You can't just stop being crazy to "find identity". How will she do that?
About Mel you told me her story, but it's not her end goal. She's a flat "smart politician with good heart" character. Btw, she and Jaycee tried to let Evil drug dealer rule entire city, abuse kids, increase drug trafficking and let literal Hitler to have army of super soldiers who will obey his orders for another dose. And this decision was portrayed as something smart. Jaycee, Mel and other members of the council are all evil or dumb?
Why does this gap between 2 cities exist? Every person we saw from poor city is a criminal, tho they can freely study and work in rich city (just like Victor).

@lefteron6804 Caitlyn is doing her job, isn't really a goal. Victor and Jaycee "goals" are too abstract, like "achieve world peace".
Jinx wants to prove what? She was blowing up buildings and killing people randomly. I legit don't understand
Characters make decisions to achieve their goal and base them around it. For example in LoTR - it's destroying the ring, for Daenerys it's sitting on iron throne (for 99% of the show), for Will Turner in pirates of Caribbean it's marriage with his love. Characters can get sidetracked, but their stories can end after they achieve their goals.
So killing Silco has completed Jinx's and Caitlyn s stories? No. What exactly Victor and Jaycee need to create for them to say "yes, we did it, now we can die in peace, roll the credits"? No idea.
Also, you said that Jayce realized that world isn't black and white. Why did he and council voted to let evil drug dealer Hitler rule the poor city? More people will get abused and more kids will join gangs. He wants people to suffer more? Or Jayce, one of the smartest people alive, is dumb all of the sudden?

Vi does have goal, as i said
Well, Vi tried to help Powder buy she just killed Silco and attacked rich city for some reason, she wasn't trying to befriend her sister again or get closer to someone else. Therefore she doesn't have a goal, because she doesn't move towards Vi in any way
Silco is a good character with a goal, but he died already so i haven't said anything about him
Caitlyn is just doing her job as a cop. Or she will complete her ark when she kill/arrest Jinx?
When will Mel's ark will be completed? Its as abstract as Caitlin, Jaycee, Victor, Vander (who's dead, so doesn't matter), Ekko (Silco is dead but i doubt that he will leave the story because he "completed" his journey, i honestly forgot if he died or not)
By goal i meant something that can end character's ark or end the show. For Frodo and brotherhood of the ring - it's destroying Sauron, for main hero of Kill Bill it's kill Bill, for Daenerys it's getting to Iron throne (I'm ignoring bad writing of last seasons). And only Vi in this series got that end goal (among people who still alive)
