I just did what Ray said (googled cabin air filter for a Ford Focus) and I found one that fits all models from 1998 to 2007, so I'm calling BS on that story.

@tinydog34 - I was calling out what the OP's friend said about his Focus not having a CAF. "Didn't come with" and "doesn't have" are two different things. But that must've been a US market-only thing because on this side of the "pond" they all came with one. However, being an european-designed vehicle, I very much doubt that they would create a specific dash for the US market without the place for a CAF.

@tinydog34 - A simple Google search, that anyone can do, revealed US american forums talking about this matter and several US american tutorial videos showing how to replace the CAF in all generations of Ford Focus (in the 99 -> 04 models it's located under the wiper cowl and in the following models it's located behind the center console). In the Focus SVT forum it's stated that during some years Ford cheaped out on the CAFs and the cars came without it, leaving that expense to the owners. So, it's an undisputed fact that they all have at least a place to put the CAF in.
