If you mean that trump admin simply wanted the states to handle all the logistics, cost, & admin of the distribution, you might be forgetting that all the states are BROKE. Huge budget shortfalls in all 50 states due to the pandemic. If that’s what you’re referring to, that’s not a plan; that’s called hot potato and CYA, helping no one.
