You would not be able to 'build it like they did" even with the source code and the training data, LLM's training process has inherent randomness on it, I think it is as "open source" as it gets in AI terms. You also would not be able to train it even with perfect reprodution general conditions without some billion dollars to spare, no open source software ever had this kind of extreme reproducibility problems.
