Because regardless of how horrible their actions were, their actions were performed as per their duties as President. Trump's were not. He is accused of actions that went beyond his official duties, or which were performed as a private citizen running for office, not a person holding it. That's why his campaign staff, not his presidential staff, are the ones being charged.

@joecancer6013 The modern Democrat party has basically nothing in common with the 1860s Democrats except the name. 1860s Democrats were the Conservative-equivalent party, and they switched parties in the 1960s after the Civil Rights Act passed.
