  1. The difference is that Trump is accused of both breaking the law trying to prevent their recovery after the government tried to take them back and showed them off to uncleared persons.

  2. Might I suggest actually reading it, because it does basically the opposite. It actually transfers all official documents to government ownership under the control of the National Archives effective immediately upon leaving office. It was put in place in order to seize documents retained by the Nixon administration.
