  3. I'm already in croatia. And no you don't. I hope you have a croatian spouse or getting a digital nomad visa, which will not guarantee permanent residency. Quickest way to permanent residency here is to shack up. No other option unless you get a job. Americans get 90 days and you can't come back for 180 days in that period. I just got here to Zagreb a few days ago.
