The USSR inherited the Imperial Russian centralized infrastructure and transportation system. And then doubled down on it with central planning where the capitol was not only the key communications hub, but also where resources were routed thru and distributed (not just the military either). Cutting Moscow off from not only receiving resources, but in not being able to coordinate and send them out.
