"Command Panzers" were probably Sd.Kfz. 265 Panzerbefehlswagen, wee little Panzer I tanks with a raised superstructure instead of a turret for the CO to be able to get around on the battlefield as well as his armor. By '42 the Pz IIs had been relegated to the divisional reconnaissance companies with the armored cars where they soldier on until the end of the war even though they were increasingly vulnerable.   2.  @thegloriouspyrocheems2277  Could have been but in '42 there weren't very many made so they probably had all sorts of "Befehlswagens" running around.
