ASML doesn't have to listen to the US because "Phillips is headquartered in the US", firstly Phillips is headquartered in the Netherlands and always has been, ASML has to listen to the US because that is how the world works, if you don't goosestep to America's beat you get tariffed, sanctioned or invaded. Thankfully the EU - in a rare showing of backbone - has stood up to the US and told ASML to continue operating as normal, but that is creating a lot of sparks between Washington and Brussels.
