  1. Yeah, I always bring this up in arguments - what is easier for the government to regulate? A single coal power plant or 1 million combustion engines? You can drive an old banger with no catalytic converter and cheap oil in it but a utility company can't get away with that sort of recklessness, they have to keep to strict emission control and waste management or they get shut down.
