Yeah, that's a big culture difference between European waiting staff and American waiting staff, a lot of folks mistakenly think we Europeans would be the more friendly but over here the job of the waiting staff is only to turn up if you ask for them while the job of US waiting staff is to tend on you constantly. I suppose both sides can be seen as rude by the other but it all depends on whether you enjoy being looked after or enjoy being left to eat. A lot of touristy places in the UK have adopted the US style and in my opinion it gets a bit claustrophobic having someone nanny you as you're trying to eat.
