The cassette only has phrases recorded on it so the same cassette can be used anywhere in the world. The directions come from the unit below the dashboard.

The tape does not store the directions, it only has the audio recorded on it - the same audio that you could use anywhere in the world since "turn left in 50 yards" and "turn right at the next junction" can be used anywhere. The directions are stored in the device under the dashboard.

No, you would only ever need the one tape as it only contains the phrases. The directions are saved into the map device under the dashboard and you update it by programming in your journey before you leave - 200 yards, left, 40 yards, right, etc. A bit like programming a video.

No, one only needs a single cassette tape unless one requires phrases like "turn left" and "in 50 yards" to be recorded in a million different accents and languages. Most of us would just use the same tape with the clear English phrases on it.

One cassette is plenty, after all the cassette only has the phrases recorded on it and you only need so many phrases when giving directions.
