+NOVA Nope, both prongs have to break the skin. It's high voltage, but the electricity comes in extremely short bursts so there is not enough time for the current to overcome your skin's resistance and exit to ground. Though someone in bare feet standing on a wet floor would likely crumple to the ground like a sock even if they were only struck by the upper positive electrode - wet skin severely lowers electrical resistance.

+P G I would imagine they all have confetti for accountability, the police are given guns with marked barrels so i'd imagine they would have some way to find out who discharged their Taser at the precinct's K9 mascot at the Xmas party.

+Non Stop Probably because we don't need them. If they are harmful to a criminal then they can be harmful to anyone. I've got a friend who flies off the hook at the slightest thing, if we lived in the States he would have a life sentence by now because one of his 'episodes' would likely have him finding one of the hundreds of millions of guns that are left lying around. Thankfully when he picks up a table leg or the neck of a guitar you can wrestle it off him without being shot in the abdomen.

+Christopher Rickenbacker What he described is not a stun gun because only some mad, Tesla-inspired mischief could fire a wave of electricity at someone. A stun gun is the same principle as a Taser, except instead of firing darts it has two prongs you push against someone.

+VEvil10 The amp is so low that the current won't even jump between two touching wires, it's the same reason it can deliver 50,000 volts without the wires glowing white hot and then melting. All voltage and low amp gives a paralyzing surge, but very faint current.
