Japan had no option but to attack the US since Japan had less than 6 months of fuel left and the US had put a fuel embargo on them, their choices were to steal fuel from the Dutch East Indies and be attacked by the USA for doing it or attack the USA first and then steal the fuel. They went for the second option because it was more likely to succeed, and it did succeed for around a year.
