  1. Because deactivating that floor wouldn't cross the mind of the person reprogramming the elevator? If you make assumptions often you should keep them to yourself, assuming is a weakness and when society falls making assumptions will get you killed, raped, eaten or a combination of the three :)

  2. Not only assumptive but stupid, it's not people in the elevator that mind it's those outside who have 10+ floors to travel but can't get in because those who got in ahead of them want to travel up a single flight or two. Think outside the box, in this case quite literally.
