NATO jurisdiction IS in effect YOUR border, hence NATO members being involved in the war in Iraq because of the 9/11 attack on the USA. Ukraine, apart from being supported publicly with military aid from the USA is on the border with NATO therefore in terms of military activity it is as much on the USAs border as it is on Russias border. Personally, from a political perspective Id say he didnt notify the USA because he has declared that part of Ukraine a part of Russia therefore he should no more tell the USA about his movements within Moscow than in Mariupol.

Therefore a reasonable person (Jury member) can only conclude that Russia is acting with the War Councils blessing, therefore they are committing War Crimes against the Ukrainian People on behalf of the UN.
